Stage II

* Construction of LNG plants with a total capacity of 18.0 tph tons per hour
* Production of ISO tanks
* Supplementary exploration of the Alekandrovskaya and Urgalskaya structures with the aim of increasing the gas reserves for the construction of the third stage of LNG plants with a total capacity of 36.0 tph tons per hour

Stage III

December 01, 2026 - July 01, 2028

* Construction of LNG plants with a total capacity of 36.0 tph tons per hour
* Production of an additional number of ISO tanks

Construction of a logistics center (LC)
in the Khabarovsk Territory

Stage I

July 2022 - June 2023

* design and construction of a container site providing reception and shipment of container tanks of the LNG plant with a capacity of 6.0 tons / hour

* design of LC with the possibility of processing up to 120,000 TEU / year

Stage II

July 2023 - June 2025

* construction of the first phase of the LC with the possibility of processing 50,000 TEU / year

* construction of a customs control point

Stage III

July 2025 - June 2027

* construction of the second phase of the LC with the possibility of processing 70,000 TEU / year

The scope of work:

  1. Workover of the Andikanskiy gas field well
  2. Formation of technical terms and conditions for design work and the construction of a complex natural gas treatment unit
  3. Preparation of design documentation for the construction of the LNG plant with a capacity of 6.0 tph (tons per hour)
  4. Construction of a 4 km mileage technological road.

The scope of work:
1. Production of technological equipment of the LNG plant with a capacity of 6.0 tph (tons per hour)
2. Supply of technological equipment to the construction site
3. Construction and assemble operations execution and commissioning of the LNG plant
4. Creation of LNG fuel stations cluster
5. Exploration drilling at the Dublikanskaya and Soloniyskaya structures.
6. Protection and approval of hydrocarbon reserves of the Dublikanskaya and Soloniyskaya structures.

The projected 6 billion m³ gas reserves should allow the newly constructed second stage LNG plants to produce LNG for 25 years.

The construction of the LNG plant will create 101 workplaces.

Supply of LNG in the amount of 48,000 tons per year is planned at the first stage to export. As soon as Russian enterprises will be ready to use LNG the supply LNG as the fuel for vehicles will be done to the Khabarovsk Territory within the framework of the State Program - “Encouraging NGV Fuel use and the development of gas-filling infrastructure in the constituent entities of the Russian Federation within the period 2015 – 2023”.

LNG supply to gas consumers is planned to be carried out by liquefied gas carriers and ISO tanks.

ISO tanks are transported by road and rail.

During the first stage, after the discovering and approval process of new gas reserves in the Dublikanskaya and Soloniyskaya structures in the C1 category reserves volume of 5.0 billion m3, LNG consumers in China and South Korea interested in building LNG plants with a total capacity of 18 tph (tons per hour) and LNG deliveries in the amount of up to 144,000 tons in ISO tanks to the territory of China and South Korea will be looking for.

The scope of work:
1. Preparation of design documentation for the construction of LNG plants with a total capacity of 18.0 tph (tons per hour)
2. Order, manufacture and supply of technological equipment for LNG plants
3. Construction and put into operation LNG plants
4. Exploration drilling at Alekseevskaya and Urgalsky structures
5. Protection and approval of hydrocarbons reserves in the Alexanderskaya and Urgalskaya structures

The projected 12 billion m³ gas reserves will allow the newly constructed third Stage LNG plants to produce LNG for 25 years.

The construction of the LNG plant will create 185 workplaces.

The сonclusion of preliminary contracts with Chinese and South Korean consumers for the supply of LNG in the amount of up to 288,000 tons in ISO tanks.

Organization of multimodal transportation of LNG ISO tanks to consumers located in the Asia-Pacific region.

The scope of work:
1. Preparation of design documentation for the construction of LNG plants with a total capacity of 36. tph (tons per hour)
2. Order, manufacture and supply of technological equipment for LNG plants
3. Ordering and manufacturing the required number of ISO tanks
4. Construction and placing in commission of LNG plants
5. To reduce the production cost, LNG plants are planned to be located on the territory of the Dublikanskaya, Solonyiskaya, Aleksandrovskaya and Urgalskaya structures.

The construction of the LNG plant will create 318 workplaces.

The scope of work:

1. Registration of land allocation for the construction of the logistics center
2. Engineering design and construction of a container site (S = 2,000 m²), with a railway loading complex of 100 ML (meter linear), providing import and export of ISO tanks of the LNG plant, with a capacity of 6.0 tph (tons per hour)
3. The acquisition of one reach stacker, providing loading and unloading of (up to 30.0 tons) ISO tanks with LNG
4. Preparation of performance specification and design engineering of the logistics center with the possibility of processing up to 120 000 TEU / year

The scope of work:

  1. Construction of the first stage of a specialized LNG container terminal, S = 8,000 m², class I / 2, for processing 50,000 TEU / year
  2. Obtaining and installation of a gantry crane type KK-Knt 45-32 / 5 / 7-9.5-A6 - 1 pcs. at a load of 40.0 tons
  3. Construction of a customs check-point
  4. Construction of the administrative and service building
  5. Construction of a service center for ISO tanks and pods
  6. Construction of a secure entrance
  7. Construction of technological roads with a length of 16 km.
  8. Reconstruction of municipal 37 km length highways providing delivery of ISO tanks to the cargo village.
  9. Construction of a warehouse (1,000 m²) with a covered trestle for 5 waggons

The scope of work:

  1. Construction of the second stage of the specialized LNG container terminal, S = 8,000 m², class I / 2, for processing 70,000 TEU / year
  2. The purchase and installation of a gantry crane type KK-Knt 45-32 / 5 / 7-9.5-A6 - 2 pcs. at a load of 40 tons
  3. Construction of a public container terminal (S = 3,000 m², class III / I) to handle 20,000 TEU / year and other large-tonnage cargoes
  4. Construction of a truck transport maintenance station
  5. Construction of technological roads with a dimension of 14 km.
  6. Construction of a filling gas station, including LNG fuel station.
